The Opportunity
Policy and Alliance Relationship Manager Executive – Washington DC – 4 days in office
ROLE SUMMARY:
Responsible for building, maintaining, and expanding USAA's relationships within the Military Community to include both the Department of War (DoW) and the Department of Veterans Affairs (VA).
This role encompasses strategic relationship building, proactive identification, development, and advocacy for legislative and policy initiatives that benefit USAA members and advance USAA's advocacy agenda in alignment with USAA's core Advocacy Pillars: Meaningful Careers, Financial Security, and Well-being.
Additionally, this role will manage relationships with relevant Congressional committees (HASC, SASC, HVAC, SVAC), and key alliance partners (e.g., VFW, DAV, IAVA, AUSA, Marine Corps Association, etc.). This position serves as a strategic advisor on policy matters affecting USAA members, particularly those related to military affairs, veterans' issues, and financial security.
WHAT YOU WILL DO:
Develop, execute, and continuously refine a comprehensive engagement strategy for both the DoW and the VA, relevant Congressional committees, and key alliance partners, aligned with USAA's overall advocacy goals and the organization's Advocacy Pillars.
Build, maintain, and expand strong relationships with key stakeholders within the DoW, the VA, and relevant Congressional committees such as the HASC, SASC, HVAC, and SVAC, including senior officials, committee staff, and other relevant personnel, as well as leaders of key alliance partners.
Identify and assess opportunities to prioritize key alliances and stakeholders and adjust resource allocation to advance USAA's advocacy agenda, in alignment with the strategic direction of the department.
Monitor and analyze legislative and regulatory developments affecting USAA members, particularly those related to military affairs, veterans' issues, and financial security, and provide timely updates and recommendations to the AVP of Government Alliances and Policy Integration and to the Head of Policy & Alliances.
Serve as a subject matter expert on DoW and VA policies and procedures, providing guidance and support to internal stakeholders, and assisting in developing policy positions and recommendations.
Represent USAA at meetings, conferences, and other events related to the DoW, VA, Congress, and the broader military and veterans' communities.
Lead and coordinate extensively with internal teams (Government Relations, Corporate Impact, Military Affairs, Public Affairs, Product Development, and the Chief Legal Office (CLO)) to ensure a unified and effective approach to DoW/VA issues and advance USAA's advocacy agenda, in alignment with senior leader guidance.
Prepare and deliver briefings, reports, and presentations for senior management on DoW, VA, Congressional, and alliance activities.
Identify and pursue opportunities for USAA to partner with the DoW, VA, and key alliance partners on initiatives that benefit USAA members.
Contribute to the development of USAA's policy strategy related to the DoW and VA, working in collaboration with relevant internal stakeholders.
Manage and oversee the budget for DoW/VA relationship management and advocacy efforts, ensuring resources are used effectively to achieve strategic goals, and provide regular updates on budget performance.
Builds and oversees a team of employees for assigned functional areas through ongoing execution of recruiting, development, retention, coaching and support, performance management and managerial activities.
Ensure risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures.
Minimum Education:
Bachelor’s degree: OR 4 years of related experience, in addition to the minimum years of experience required, may be substituted in lieu of degree.
Minimum Experience:
10+ years of progressive experience in government relations, policy analysis, or military/veterans' affairs, with a demonstrated track record of success in building and managing complex relationships.
4+ years of people leadership experience in building, managing & developing high-performing teams.
Extensive knowledge of both the DoW and the VA, relevant Congressional committees (HASC, SASC, HVAC, SVAC), and legislative processes.
A well-established network of strong relationships with key stakeholders within the DoW, VA, and Congress.
Demonstrated extensive experience analyzing data, identifying trends, and influencing stakeholder decisions on recommended strategies to remedy issues.
Comprehensive knowledge of government agency trends, regulations, and best practices.
Demonstrates critical thinking, influences through subject matter expertise, provides root cause analysis for applicable business issues, and approaches work with a results and production-oriented mindset.
WHAT SETS YOU APART:
Military-affiliated, ideally a recently separated (less than 5 years)
Retired military officer with legislative affairs/congressional liaison experience
Advanced Degree: JD, MPP, MBA, LLM, and/or master’s in public relations
Experience serving as a professional staff member on Capitol Hill
Service as a congressional staff member on the hill
Service with the Veterans Administration or the Department of War
Compensation range: The salary range for this position is: $169,880 - $305,780

Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position.
Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.
