The Opportunity

As the Senior Architect of Workforce Health, you will design and operationalize a comprehensive framework that measures the vitality of our organization across key dimensions: organizational design, talent movement, productivity, skills proficiency, pipeline strength, and staffing adequacy. This role will partner closely with People Analytics and Talent Practice leaders to turn insights into action, ensuring our workforce strategies are data-driven, future-ready, and aligned with our mission and values.

We offer a flexible work environment that requires an individual to be in the office 4 days per week. This position can be based in one of the following locations: San Antonio, TX, Plano, TX, Phoenix, AZ, Colorado Springs, CO, Charlotte, NC, Chesapeake, VA or Tampa, FL.  This role is remote eligible in the continental U.S. with occasional business travel. However, individuals residing within a 60-mile radius of a USAA office will be expected to work on-site four days per week.

The Work Ahead

  • Workforce Health Framework Design: Define and evolve a holistic set of workforce health metrics that reflect organizational effectiveness, talent sustainability, and business readiness for:

  • Org Design Optimization: Analyze spans and layers, team structures, and role clarity to ensure organizational design supports agility and performance.

  • Talent Movement & Pipeline Health: Monitor internal mobility, succession strength, and talent flow to identify gaps and opportunities.

  • Skills Proficiency & Growth: Assess skill depth, breadth, and development velocity across critical roles and functions.

  • Staffing Adequacy: Evaluate workforce capacity and alignment to business demand, identifying risks and recommending adjustments.

  • Measurement & Monitoring: Partner with People Analytics to build dashboards, scorecards, and reporting mechanisms that track workforce health over time

  • Practice Area Partnership: Collaborate with Talent leaders to translate insights into targeted interventions across performance, learning, mobility, and planning.

  • Continuous Improvement: Stay ahead of industry benchmarks and emerging practices to refine workforce health strategies and maintain competitive advantage.

What you'll do:

  • Consults with business leaders to develop and implement talent programs and solutions to address key business needs and strategies.

  • Participates and provides expertise on talent projects from strategy to implementation.

  • Develops and delivers data-driven insights and materials to support talent practices and talent deliverables.

  • Creates and manages programs for specific employee populations, such as military-affiliated talent, high potential talent, and any other key segments as well as critical skills for the future of the workforce.

  • Uses data analytics to inform leadership development talent strategies, proactively identifies skill development opportunities based on business needs, identifies trends, and measures program effectiveness (ROI).

  • Contributes to the management of vendor relationships and partners with USAA procurement to ensure optimal outcomes.  

  • Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures.

What you have:

  • Bachelor’s Degree; OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.

  • 6+ years of experience in talent program and process development and implementation with a focus on talent development (e.g. coaching, mentoring, rotations, leadership development, talent pipeline planning, learning, skills management).

  • Knowledge of various talent management technology solutions.

  • Excellent communication, presentation, and interpersonal skills, particularly when working with senior executives.

  • Proven ability to develop and implement strategic talent management initiatives.

  • Uses technology, AI, and/or automation to work efficiently

  • Stays attuned to advancement in research and practice and applies those insights to work.

  • Demonstrates a structured approach to problem solving while balancing competing priorities

What sets you apart:

  • Proven experience in workforce strategy, organizational design, or people analytics within a large, complex organization. 

  • Strong analytical mindset with expertise in designing and interpreting workforce metrics and dashboards. 

  • Deep understanding of talent systems, organizational effectiveness, and business operations. 

  • Experience partnering with cross-functional teams to drive data-informed decision-making and change. 

  • Familiarity with tools and platforms used in workforce analytics, planning, and reporting. 

  • Excellent communication and influence skills, with the ability to translate data into compelling narratives and actionable strategies. 

  • Master’s degree in Organizational Psychology, Business, HR Analytics, or related field preferred.

Compensation range:The salary range for this position is: $103,450- $197,730

Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position. The actual salary for this role may vary by location.

Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.
