The Opportunity

We are seeking a visionary, systems-minded leader to architect and activate our workforce technology strategy. This newly created role is central to our future-of-work agenda, sitting at the nexus of strategic workforce planning, AI-enabled HR technology, and organizational design. It’s a rare opportunity to shape how we scale, sustain, and evolve the digital infrastructure that powers our people strategy.

This leader will be responsible for identifying, aligning, and orchestrating the right mix of technologies—including our talent marketplace (8fold), automation platforms, and emerging AI capabilities—to meet the dynamic needs of our workforce. Success in this role requires deep collaboration across HR Operations, Technology, Procurement, and vendor partners to ensure seamless integration, accelerated adoption, and continuous innovation.

This role is remote eligible in the continental U.S. with occasional business travel. However, individuals residing within a 60-mile radius of a USAA office will be expected to work on-site four days per week.

The Work Ahead

  • Workforce Technology Strategy: Design and evolve a future-ready workforce technology strategy aligned with enterprise goals. Recommend AI-powered platforms that support workforce planning, talent mobility, and organizational design, co-creating solutions with talent leaders.

  • Cross-Functional Collaboration: Connect across HR Operations, Technology, and Procurement to align and sequence initiatives within the broader HR roadmap. Ensure readiness and adoption across stakeholder groups.

  • Change & Adoption Enablement: Lead change management and training efforts to drive successful rollout and adoption of new technologies. Build enablement resources that help teams confidently use new tools.

  • Vendor & Capability Management: Manage vendor partnerships and stay ahead of product releases. Ensure organizational processes are ready to absorb and leverage new capabilities quickly.

  • Sustainability & Automation: Embed scalable, sustainable solutions into daily operations. Drive automation and process optimization to increase efficiency and long-term impact.

  • Project Leadership: Lead cross-functional technology initiatives from strategy through execution, ensuring clear milestones, accountability, and measurable outcomes.

What you'll do:

  • Leads complex, comprehensive Talent Management projects from strategy through implementation, adoption, and stabilization.

  • Consults with senior business leaders to deeply understand the business and develops and implement talent programs and solutions to address their biggest needs

  • Develops and delivers data-driven insights and materials to support talent practices and talent deliverables.

  • Creates and manages programs for specific employee populations, such as military-affiliated talent, high potential talent, and any other key segments as well as critical skills for the future of the workforce.

  • Uses data analytics to inform leadership development talent strategies, proactively identifies skill development opportunities based on business needs, identifies trends, and measures program effectiveness (ROI).

  • Manages vendor relationships and partners with USAA procurement to ensure optimal outcomes. 

  • Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures.

What you have:

  • Bachelor's degree; 4 additional years of related experience beyond the minimum required may be substituted in lieu of a degree

  • 8+ years of experience in enterprise-level talent program and process development and implementation with a focus on talent development (e.g. coaching, mentoring, rotations, leadership development, talent pipeline planning, learning, skills management)

  • Advanced knowledge of various talent management technology solutions

  • Excellent communication, presentation, and interpersonal skills, particularly when working with senior executives

  • Proven ability to develop and implement strategic talent management initiatives

  • Proven ability and experience managing and influencing senior leaders and peer stakeholders

  • Uses technology, AI, and/or automation to work efficiently and champions these behaviors among teammates

  • Stays attuned to advancement in research and practice and applies those insights to work

  • Experience managing change in support of organizational or programmatic initiatives

  • Demonstrates a structured approach to problem solving while balancing competing priorities

What sets you apart:

  • Proven experience in HR technology strategy, workforce planning, or organizational design

  • Strong understanding of AI-powered HR platforms and talent marketplaces (experience with 8fold is a plus)

  • Exceptional stakeholder management and cross-functional collaboration skills

  • Ability to translate complex technology concepts into actionable strategies

  • Experience leading change and driving adoption of new tools and capabilities

  • Excellent communication and influence skills, with the ability to translate data into compelling narratives and actionable strategies

Compensation range:  The salary rang for this position is: $127,310.00 - $243,340.00.

Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position. The actual salary for this role may vary by location.

Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.
