The Opportunity
We are currently seeking a dedicated Sourcing and Procurement Manager Intermediate to participate in Hiring Our Heroes (HOH) Fellowship Cohort 26-1 with USAA. The HOH Fellowship Program builds an extraordinary experience for transitioning service members, veterans, and military spouses that increase competitiveness and improve opportunities to find meaningful employment by providing development, skills, and exposure to corporate working environment and private sector business operations. HOH Fellowship Programs are best-in-class workforce development programs that are cohort based and twelve weeks in duration.
As a participant in the Military Fellowship Program, we understand that in most cases Fellows are ending their active service commitments and actively relocating. Therefore, while participating in the Fellowship program, Fellows are authorized to work remotely..
This position can work remotely in the continental U.S. with occasional business travel.
Consults on sourcing solutions, negotiates agreements, and manages relationships to optimize return and mitigate risk for USAA. Supports value generation sourcing and profitability improvement initiatives to enable business leaders to supplement the workforce, scale business operations, deliver operating efficiencies, and better serve our members through global service providers. Serves as a sourcing and contracting resource in meeting client needs while adhering to the end-to-end procurement and third-party risk management lifecycle and applicable laws and regulations. Optimizes USAA's use of third parties and collaborates with appropriate personnel within Procurement and across the Enterprise to drive compliant sourcing and contract execution activities.
What You'll Do:
- Conducts all phases in the development of less complex acquisitions of third-party/affiliate solutions to include consulting on statements of work, creating requests for proposals (with guidance), identification of qualified suppliers, proposal evaluations and negotiations.
- Assists in the identification and execution of basic sourcing plans and solutions designed to achieve client's strategy through deployment of third-party solutions.
- Interprets provisions and terms of low risk contracts that do not appear to impact execution on mission or reputation.
- Coordinates with key stakeholders in the gathering of business requirements and specifications for the design of third-party solutions to achieve optimal business outcomes.
- Following established controls, validates contract to drive regulatory compliance. Requests assistance on complex matters discovered in the evaluation process.
- Applies developing sourcing and procurement knowledge to execute the sourcing strategy and plan.
- Partners with more experienced sourcing and procurement staff to ensure category plans are executed as needed.
- Evaluates commercial or pricing models and creates negotiated alternatives for simple contract actions requiring little to no negotiation.
- May seek guidance from more senior staff and consults with Legal and other subject matter experts as needed to interpret and ensure accuracy of contracts and to resolve escalated issues.
- Utilizes working knowledge and experience negotiating and authoring to execute agreements of low complexity.
- Utilizes working knowledge and experience in procurement strategy and planning to develop low complexity sourcing strategies.
- Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures.
What You Have:
- Bachelor's degree; OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.
- 2 years of experience in procurement strategy, to include planning, sourcing, and/or solutioning to include 1 year of experience negotiating and authoring contracts, terms and conditions, and pricing.
- Foundational knowledge and experience leveraging analytical tools, including Microsoft Office products and other applicable business software, to develop analysis, charts, and/or supporting documentation.
What Sets You Apart:
- Current participant in the Hiring Our Heroes Fellowship Programs 26-1 Cohort or a current contractor at USAA from the 25-3 HOH Non-direct cohort
- Demonstrated experience in the financial or other highly regulated industries.
- A solid understanding of compliance principles, internal controls, and risk management methodologies.
- Experience with performing recurring operational activities like data analysis and reporting, including the ability to analyze large datasets, identify anomalies, and draw meaningful insights to drive process improvements. Proficiency with tools such as Excel (including pivot tables and VLOOKUPs) or other data analysis software is highly desired.
Compensation range: Hiring Our Heroes Fellows are paid by the HOH program. If selected for a full-time role, the salary range for this position is: $62,470- $111,940.

Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position. The actual salary for this role may vary by location.
Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.
