USAA is seeking an Executive Director, HR Business Partner to serve as the primary liaison between Human Resources and senior executive business leaders, focusing on driving organizational success through aligned people strategies. As the primary liaison, or "primary focal point," between Human Resources and senior executive business leaders, you will be tasked with leading a dedicated team of HR Business Partners and matrixed HR professionals to identify and align HR strategies that directly contribute to the success of specific business lines or staff agencies. A core function of the position involves effectively driving significant, strategic organizational change that influences long-term business objectives.
You will bring a comprehensive understanding of the full spectrum of HR functions, programs, and processes to represent the entire HR portfolio within the business. Ultimately, you are responsible for shaping and leading the adoption of tailored HR solutions that achieve key business goals and visions, while prudently evaluating factors such as cost, benefits, and risks.
We offer a flexible work environment that requires an individual to be in the office 4 days per week. This position is based in San Antonio, TX.

Responsibilities:
- Defines and drives talent strategies for assigned function or line of business, ensuring alignment with association HR objectives, business priorities, and long-term workforce readiness.
- Serves as a trusted advisor to senior executive leaders, leveraging deep HR functional expertise and business acumen to influence workforce decisions, challenge assumptions, and provide alternative perspectives to support high-impact workforce decisions and business outcomes.
- Leads complex, cross-functional initiatives, including organizational transformation, operating model changes, and large-scale programs that enhance agility, efficiency, and alignment with strategic objectives.
- Leverages advanced analytics, market benchmarks, and emerging trends to identify workforce gaps, succession risks, and future skills needs, proactively shaping talent strategies to address organizational blind spots and ensure readiness.
- Develop and elevate the HRBP community to strengthen strategic advisory capabilities, deliver consistent business-aligned guidance, and drive HR strategy execution across assigned functions or lines of business.
- Synthesizes line of business insights and priorities to shape HR programs, policies, and solutions that are fit-for-purpose, drive business outcomes, and ensure client needs are incorporated into broader HR initiatives.
- Partners across HR COEs to simplify, digitize, and improve HR service delivery, ensuring solutions are scalable, fit for purpose, and maximize business impact.
- Champions a high-performance, inclusive culture that fosters engagement, collaboration, recognition, and leadership capability at all levels.
- Partners with Finance and senior leaders to align workforce plans with cost management strategies and optimize resource allocation.
- Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and programs.
Minimum Education:
- Bachelor's degree; OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.
Minimum Experience:
- 10+ years of progressive experience in one or more human resources disciplines with a focus on business partner experience driving strategic, transformative initiatives in a complex, matrixed environment.
- 4 years of experience leading complex initiatives, cross-functional projects or people.
- Proven ability to translate complex business priorities into long-term talent strategies and influence senior level executives on high-impact workforce decisions.
What sets you apart:
- Advanced degree in Human Resources, Business, Analytics or equivalent
- Active SPHR or SHRM-CP Certification
- Insurance industry experience
- Experience serving as a strategic HR partner to contact center or high-volume operational organizations
- Demonstrated ability to develop talent through direct leadership, matrix leadership, and/or mentoring and coaching
- Proven ability to partner with senior business leaders to drive the human resources agenda, lead large scale change initiatives and gain sustained commitment and alignment
- Integrity and the ability to handle sensitive personnel and compliance-related issues
- Demonstrated experience benchmarking and implementing "best in class" HR strategies, processes and programs
- Strong Understanding of the business vision, strategy, financial priorities and performance measures and cycle
Compensation range: The salary range for this position is: $169,880 - $305,780.

Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position.
Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.

Long Term Incentive Plan: Cash payment for Executive level roles only, representing a cash payment which is both time and performance based.
