The Opportunity
The Executive Director, Talent Operations & Governance, will lead the operational excellence of our enterprise-wide talent and learning programs. You will develop and implement effective strategies and processes, delivering services effectively, measuring talent program impact, driving continuous improvement, and ensuring compliance. As a pivotal member of the Talent Leadership Team, reporting to the VP of Talent Management and Development, you'll be a key driver of efficiency, innovation, and operational excellence.
We offer a flexible work environment that requires an individual to be in the office 4 days per week. This position is based in San Antonio, TX. Relocation assistance is available.
What You’ll Do:
Leadership
Builds and leads a high performing team through ongoing recruitment, development, performance enablement, and other leadership activities
Ensures your team continuously upskills and fully leverages technology for efficiency and effectiveness
Exports exceptional talent to HR and the business
Influences and partners with senior business leaders and Human Resources (HR) stakeholders to ensure programs are fit-for-purpose and achieve appropriate business outcomes
Influences and partners with peers as they design new solutions to ensure scalability, sustainability, and effectiveness
Service Delivery
Delivers talent and learning services to the business with efficiency and excellence
Optimizes cross-functional talent and learning processes that deliver effective business results
Oversees the planning, execution and administration of enterprise talent initiatives, standardized talent campaigns (goal planning, performance reviews, etc.), talent and learning program administration and talent platform administration
Designs and implements feedback mechanisms (listening and metrics) to evaluate program effectiveness and drive continuous improvement
Accurately forecasts, ensures cost-effectiveness and optimal return on investment for affiliate services and third-party vendors
Develops, analyzes, and interprets data-driven metrics to assess the performance and effectiveness of the function
Governance
Leads with and through governance frameworks for talent-related activities, ensuring risk mitigation, compliance, and alignment with organizational policies and audit requirements
Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures
Owns talent program documentation, control processes, and audit preparedness across learning and talent systems
Supports EC and Board-level reporting
What You Have:
Bachelor’s degree OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree
10 years of progressive experience in talent management, learning, or other related HR function leading organizational strategies and initiatives that optimize processes, systems, and programs within a complex, matrixed environment
4 years of people leadership experience building, managing, and/or developing high-performing teams
Ability to influence and communicate effectively with C-Suite leaders and other senior stakeholders
Experience leading the implementation of HR operational strategies, projects, and initiatives
High degree of organization and ability to manage multiple, competing projects and priorities simultaneously, as well as strong delegation, collaboration, and decision-making skills
What Sets You Apart:
Demonstrated ability and passion for building, developing, and enhancing teams of HR professionals
Extensive talent operations experience to include management of new employee orientation (NEO), talent assessment programs, standardized talent campaigns, learning for both enterprise and individual business units, etc.
Experience automating HR processes to drive operational excellence
Experience managing talent-related governance frameworks, compliance, risk, and audits
US military experience through military service or a military spouse/domestic partner
Salary: The salary range for this position is: $169,880 - $305,780.
Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position.
Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.

Long Term Incentive Plan: Cash payment for Executive level roles only, representing a cash payment which is both time and performance based.
