Purpose of Job

Manages risk and governance for payments across the function and assists with payment governance for the enterprise. Works closely with Leaders across the across the function to ensure best practices are being implemented for payments within risk and compliance guidelines. Manages the relationship with USAA’s Regulators (OCC and CFPB) within the function and leverages information and expertise from regulatory management risk committees and other internal and external resources to develop best practices. and Provide guidance on payments to help ensure consistency across the enterprise.

Job Requirements

Tasks:

  • Develops and manages a comprehensive strategy for  payments that ensures consistency throughout the function and  minimizes risk exposure.  Maintains legislative compliance that covers the risk exposure for the function and provide best practices to the payment portfolio of the organization's activities/interest
  • Oversees the development of Payments policies, procedures, risk management along with KPI’s & KRI’s.  Manage Strategic Execution of Payments Architecture, Investments and Prioritization
  • Integral member of the team that manages the relationship with USAA’s Regulators (OCC and CFPB) as it relates to governance of Payments at USAA.  Provide support for management of risk governance processes (risk committees, sub-committees, and working groups, etc.) for Payments
  • Chairs the Enterprise Payments Council, inclusive of representatives across the Bank, Money Movement, Fraud, Insurance and Wealth Businesses
  • Leads implementation of compliance solutions as they relate to Payments
  • Fosters cooperation across teams and organizational units
  • Serves in an executive leadership capacity and has responsibility for performance management and professional development activities for team

Minimum Education:

  • Bachelor Degree Required
  • 4 additional years of related experience beyond the minimum required may be substituted in lieu of a degree

Minimum Work Experience:

  • 10 or more years of relevant experience in at least one or two of the following functions: Regulatory Management, Corporate/Risk Governance, Compliance, Internal Control Function, preferably some experience related to Payments.
  • 6 or more years of people leadership experience in building, managing and/or developing high-performing teams required
  • Experience working directly with, or supporting internal control functions in technology, payments/banking or working directly with regulators within the US, and, in particular, banking regulators
  • Extensive Knowledge of current and emerging payment system regulation/supervision in the US
  • Executive-level business acumen in the areas of business operations, industry practices and emerging trends required
  • Analytical and problem-solving experience with a strong focus on quality assurance of output
  • Excellent written and oral communication and interpersonal skills
  • Attention to detail and the ability to prioritize and deliver in a fast paced and dynamic environment with a high degree of personal accountability, quality, accuracy, integrity and trust
  • Proficient with Microsoft Power Point, Excel, Word and Outlook
